The PPAF has received financing from the International Development Association (IDA) toward the cost of the project “PPAF-III”, and intends to apply part of the proceeds for consulting services for hiring of a consultant firm to conduct customized trainings on “Participatory Development” for PPAF staff.
PPAF intends to acquire services of a consulting firm for designing and delivering customized trainings for PPAF staff. This would enable the participants to understand the importance of participatory approaches in their daily lives, work, and projects and help them to apply these skills to the entire life cycle of successful community-led projects.
The PPAF now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Firm consultants shall be evaluated on the basis of following criteria:
Registration with Government
- Please submit a valid company registration certificate and NTN along with your EOI.
Relevant Experience
- The firm has at least 10 years of overall experience and at least five (5) years of experience in delivering trainings related to participatory development to local NGOs and INGOs.
Financial Status
- Give evidence of annual turnover of approximately Rs. 5,000,000, where at least one contract exceeds Rs. 1,500,000 in the last two years. Attach list of projects undertaken in the last one-year.
Corporate Capacity
- Firm must have well equipped office setup with at least 30 staff strength with specialized skills. Please provide list of key clients. Details regarding administrative support (training arrangements, venue etc) need to be stipulated.
Associated Human Resources
- Provide key staff details of those people who would be directly associated with the assignment for which you are expressing an interest. They should possess good knowledge of all concepts, principles and approaches related to participatory development and a proven capacity to design, and conduct various customized trainings for national and international organizations. Good report writing skills shall also be required.
The firm(s) who would qualify the above criteria would be considered for next step i.e. Short listed firm(s) will be invited to submit the technical and financial proposal for the assignment.
It is required that consultants provide professional, objective, and impartial advice and at all times hold the client’s interests paramount, without any consideration for future work, and that in providing advice they avoid conflicts with other assignments and their own corporate interests. Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interest of the Borrower.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, revised October 2006.
