Organization

Pakistan Poverty Alleviation Fund (PPAF) is the lead apex institution for community-driven development in the country. Set up, by the Government of Pakistan, as a fully autonomous not-for-profit private sector organization, PPAF enjoys facilitation and support from the Government of Pakistan, The World Bank, International Fund for Agricultural Development (IFAD), KfW Entwicklungsbank (Development Bank of Germany), Italian Government and other statutory and corporate donors. PPAF aims to be the catalyst for improving the quality of life, broadening the range of opportunities and socio-economic mainstreaming of the poor and disadvantaged, especially women. The core operating units of the PPAF deliver a range of development interventions at the grassroots/community level through a network of more than 100 Partner Organizations across the country. These include social mobilization, livelihood support, access to credit, infrastructure and energy, health, education and disaster management. Externally commissioned independent studies have demonstrated positive outcomes and impact of PPAF interventions on the lives of benefiting communities related to their economic output, household incomes, assets, agricultural productivity skills and other quality of life indices.

Background

As part of the recent World Bank 8th Implementation Support Mission, there was rich discussion on the need for PPAF to better capture the innovations and initiatives that are bringing about real change in the lives of PPAF III participants and beneficiaries. The C&M Unit of PPAF requires the support of an individual experienced in research, analysis and report writing with excellent written English skills, who can provide develop a number of case studies around successes, new initiatives, and learning arising from PPAF III implementation.

Scope of Work (SoW)

  • Supporting Group Head - Compliance and Quality Assurance, C&M and MER units in undertaking the following:
  • To identify with each group within PPAF a number of case studies that may already exist or may need to be researched and written up – so as to be representative of each component area covered under PPAF III.
  • To refine case studies already available but of poor quality, ensuring further information is obtained, and overview provided linked to the broader parameters of PDOs and expected outcomes.
  • To research and write at least 8-10 new case studies as identified by the various units of PPAF.

Qualifications of Applicant

  • Master’s degree in relevant subject (literature, economics, history, development studies);
  • Minimum 5 years’ experience or preparing written documents/reports/blogs/articles in English
  • Excellent oral and written communication skills, including report-writing, in English and Urdu

Deliverables

  • Design case study template to be used as the standard across all such studies.
  • 10 quality case studies written up showcasing PPAF’s work
  • 5 prepared case studies rewritten according to quality standard

  • 4 months

  • A consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Section-V of World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (2006).
