BACKGROUND:

IRC began operations in Pakistan in 1980. Since then, it has implemented large, multi-sectoral programs to support vulnerable communities, focusing on health, education, protection, environmental health, and livelihoods. With support from government bodies and international donors, IRC is delivering impactful projects across the country.

Job Overview

The Senior People and Culture Coordinator exists to work with department directors/managers and their teams in an “end-to-end” manner, to ensure that all people policies, programs, and systems are aligned with IRC SAP 100 strategies (including the People & Culture Strategy), effectively implemented, and are delivered to “best practice” standard. This individual will work closely with Country Director and Regional People and Culture Director to drive the delivery of key P&C strategies, services, and infrastructure nationally for efficient and effective services at multiple levels. They will drive the implementation and adaptation of P&C global initiatives and practices. The Senior P&C Coordinator serves as a strategic partner, advisor, and coach to ensure a safe and welcoming culture for all people, organizational performance, and efficiency and effectiveness of work processes.

Major Responsibilities:

Strategic P&C / HR Leadership:

  • Partner with Senior Management Team on strategic workforce planning, talent management, and succession strategies.
  • Serve as a thought leader in strengthening organizational culture, values, and ethics.
  • Lead the P&C / HR team in delivering high-impact, efficient, and compliant services aligned with IRC standards.
  • Champion gender equality, diversity, inclusion, and safeguarding at all levels, promoting a safe and inclusive workplace.
  • Drive staff engagement through initiatives that foster team cohesion, inclusion, and retention.
  • Manage workforce reductions (if require), in collaboration with senior management, ensuring legal compliance, risk mitigation, clear communication, and appropriate staff care.
  • Contribute to proposal development and grant review processes, ensuring HR capacity and structures are responsive to program needs.
  • Collaborate with regional support teams and country counterparts to implement and monitor Gender Equality, Duty of Care (DoC), and Safeguarding strategies; act as a visible advocate at the SMT level.
  • Provide career coaching and development advice to both P&C / HR staff and IRC employees, building a culture of learning and continuous professional growth.
  • Lead the performance management process with support from the region/HQ. Plan and implement annual and mid-year reviews, deliver training on goal setting and performance evaluation.
  • Ensure implementation of global P&C / HR initiatives (e.g., IRC Way, Safeguarding, Duty of Care).

 

P&C / HR Operations & Compliance:

  • Oversee national P&C / HR strategy implementation and compliance with IRC and local labor regulations.
  • Lead the annual compensation review and advise on reward strategy and pay scales.
  • Guide end-to-end talent acquisition, onboarding, internal mobility, and exit management processes.
  • Manage payroll, contracts, performance management, and staff records with accuracy and confidentiality.
  • Oversee payroll and ensure collaboration with finance team and all payroll matters.
  • Ensure effective grievance and disciplinary procedures, functioning as an impartial advisor.
  • Maintain and enhance HR information systems and drive process improvements.

·        Lead exit management procedure to ensure seamless and positive transition for departing employees and analyze turnover and exit interviews to make real-time, continuous improvement utilizing learnings to formulate retention strategies.

·         Oversee HR-related administrative duties and ensure compliance with existing legal and governmental reporting requirements. Ensuring all legal obligations are fulfilled.

·     Ensure high quality and efficient context-specific strategies and develop best practices around recruitment, comp & ben, employee relations, on-boarding, off-boarding, contracts management, learning and development, performance management, leave management, code of conduct compliance, legal compliance, HR Information Systems, coordination of policy development and implementation, etc.

·    Together with CD and SMT, develop, update, and implement contextualized professional work ethics and code of conduct in line with local norms and culture.

  • Lead the perfirnace management process with guidance from region and HQs. Create plan to manage annual, mid year performance check ins, conduct trainings on goal setting, performance appraisals
  • Ensure IRC global initiatives/campaigns related to staff and systems (IRC Way, Safeguarding, Duty of Care etc.) are facilitated and implemented.
  • Address complaints, ensure compliant register, forward complaints to the Ethics and Compliance Unit (ECU)as necessary, arrange/do the investigation, and do other associated actions to settle the issue within short possible time with proper feedback to the reporter

Staff Development & Culture:

  • Foster a continuous learning culture through coaching, mentoring, and structured development.
  • Promote IRC's values through regular IRC Way, safeguarding, and Code of Conduct training.
  • Identify leadership development opportunities and support career growth pathways.
  • Support managers with conflict resolution, performance feedback, and workforce planning.

Key Working Relationships:

  • Position Reports to: Dual reporting line to Regional P&C Director and Country Director.
  • Direct Reports: Sr. People & Culture Officer, P & C Team
  • Key Internal Relationships:
  • Regional staff, Country Directors, SMT IRC Pakistan and relevant HQ staff
  • Global People & Culture team and at the regional and country level
  • Key External Relationships: INGO counterparts; legal counsel; HR associations and networks

Job Requirements:

  • Bachelor’s degree required. Master’s university degree in HR management, International Relations or Development, MBA, Law, or related field is preferred.
  • A minimum of 7 years of progressive professional HR experience
  • Demonstrated success as a HR leader supporting groups of 1,000+ employees at multiple organizational levels, cultures, and locations within a regional or global environment required.
  • Demonstrated success as a HR professional in emergency response, conflict zones and/or humanitarian aid sector preferred.
  • Demonstrated success in supporting key senior management and building strong, trusted relationships.
  • Proven track-record of excellent management and leadership skills including capacity-building, coaching, mentoring, performance management and delivering individual and group training.

·         High degree of comfort and successful track record supervising in matrixed environments

·         Skilled in collaborating with operational and technical focal points to ensure organizational best practices are represented in work.

·         Broad knowledge and experience across the broad spectrum of People & Culture competencies

·         Strong collaborator with effective interpersonal and analytical skills who can work seamlessly across countries, cultures, and organizational units required.

·         Demonstrated ability to work, manage, and meet competing deadlines in a fast-paced, high-volume environment and on deadline; aptitude for problem solving and decision making needed.

·         Superb inter-personal, written, and verbal communication skills required.

  • Must possess a highly collaborative, inclusive, consultative, and resourceful workstyle that balances required compliance/policy enforcement with a steadfast commitment to client service and support.
  • Excellent project management and organizational skills including detailed work planning and superior time management skills.
